Barbara Marx Brocato

Barbara is the Founder and President of Barbara Marx Brocato & Associates (founded in 1990). Born and raised in Annapolis, she has spent the majority of her professional life working in Annapolis both in the public and private sector.

Her work with Maryland political and governmental institutions began in 1982. She served eight years as Director of Legislative and Policy Services for the Maryland Department of Budget and Planning. In this capacity she represented the Governor’s office before the General Assembly on major statewide policy matters such as economic development, taxation, transportation, health, social welfare, education, and procurement. She also served as a designee on the Governor’s Taskforce on Health Care Financing and the Executive Branch committee that established procurement regulations for health, education, and social services. During this time she helped to develop and strengthen the legislative policy arm of the Department.

From 1989-1990 she served as the primary advisor to the Chief Administrative Law Judge on funding, procurement and legislative policy issues for the creation of the Office of Administrative Hearings.

For the last 17 years Barbara has owned and operated her own consulting firm based in Annapolis. In her private practice, she has established a successful and highly regarded firm known for its expertise in procurement, budgetary and fiscal matters, health care policy, and the legislative and regulatory process.

She has represented a broad spectrum of clients with interests in transportation, health care, education, biotechnology, law, elder care, business and industry. A sampling of current and former clients include: CSX, the Alzheimer’s Association, the Maryland Continuing Care Resident’s Association, the Maryland College of Emergency Physicians, the Maryland Society of Anesthesiologists, the Maryland Science Center, and others.

Barbara has served on a number of Maryland government task forces and commissions in her professional capacity, and is a frequent presenter at local and national conferences, symposia, and college courses. She currently serves on the Maryland Chamber of Commerce Legislative Committee. In addition Barbara is very active in her community. She has served as a member of the Board of Trustees of the Friends School of Baltimore serving on the Executive Committee, Finance Committee, and Committee on Trustees. She currently resides in Baltimore City with her husband Frank, and has two daughters Rebecca and Rachel.

 
 

 
 

Daniel E. Shattuck

Daniel earned his Masters Degree in the Liberal Arts from St. John’s College in Annapolis. He completed his undergraduate studies at Western Maryland College (now known as McDaniel College) in 1998 and graduated as a member of Phi Beta Kappa. Dan has worked within the legislative and policy arena since 1998, and has been with the firm for 8 years. Prior to joining Barbara Marx Brocato & Associates, he worked in Washington, D.C. for the lobbying firm Robert A. Rapoza Associates. Dan represents clients before legislative committees, administrative agencies, health occupation boards, task forces, work groups, and coalitions. He provides research, writing, and drafting services for our clients and oversees the day to day operations and association management activities of the firm.

 
 

 
 

Francis Brocato

He received his undergraduate degree from Georgetown University (AB, Honors Program). He received his law degree from the University of Pennsylvania in 1965, where he was Vice-Chairman of Moot Court Board. Following graduation, he was law clerk to the Honorable Wilson K. Barnes, Court of Appeals of Maryland from 1965 to 1966. He was an Assistant United States Attorney for the District of Maryland from 1969 to 1973. In 1973, he received a Special Commendation from the United States Department of Justice. From 1977 to 1983 he served as a member of the Review Board of the Maryland Attorney Grievance Commission. From 1993 to 2000 he was a Trustee at the Friends School of Baltimore. He is a member of the Board of Directors of Broadmead Continuing Care Facility. He is admitted to practice in Maryland, and before the United States District Court for the District of Maryland, United States District Court for the District of Columbia, the United States Court of Appeals for the Fourth Circuit, and the United States Tax Court.

The firm was formed in September 2003 by attorneys who were affiliated for many years with the Baltimore City firm of Brocato, Price & Bushel, P.A. Mr. Price was formerly the head of the Commercial Litigation Department at the Baltimore City law firm of Melnicove, Kaufman, Weiner & Smouse, P.A., and also has served as an Assistant Attorney General for the State of Maryland. Mr. Brocato was formerly an Assistant United States Attorney for the District of Maryland. Ms. Janofsky has gained prominence for the quality of her work in the areas of employment law, insurance coverage, and commercial law.
